Child and Adult Protective Services
Child and Adult Protective Services is the public agency responsible for helping abused, neglected, and dependent children and abused, neglected, and exploited older adults in Holmes County. We intervene on behalf of children who are at risk of abuse and/or neglect by working with families, service providers, and community members to ensure safe, stable, and permanent homes for children. Additionally, we investigate and provide case management for abused, neglected, or exploited adults over 60 years of age.
Report Abuse or Neglect

During business hours, Monday through Friday 8:00 AM through 4:30 PM. In an urgent situation, after normal business hours, please call the Holmes County Sheriff’s Office at 330-674-1936. Reports of alleged child abuse and neglect may be made directly to the law enforcement agency with jurisdiction, who can contact the on-call worker as needed. The public should contact 9-1-1 in an emergency to make a report when a child has died, is injured or their health or safety is in imminent danger or risk.
What We Do
Our Intake Unit completes an assessment for suspected cases of neglect, dependency, physical, sexual, and emotional abuse of children. We work closely with other agencies, law enforcement, and the courts to asses the risk to these children. Our Intake Unit also investigates allegations of abuse, neglect, or exploitation of people over 60 years of age.
Our Ongoing Unit works closely with families and their children on a voluntary or court-ordered basis to help reduce the risk of abuse and neglect to the child or children with the goal of keeping families together whenever possible.
Foster Care is a temporary home with a licensed and trained substitute family. While the child is with the foster family, we also work with the birth family with the goal of reuniting them in the future. Our
Independent Living
program is a specialized program for 16 to 18 year-old youths in foster care meant to prepare them to live on their own as successful, productive adults in the community.
The Adoption Program provides permanent homes for children whose birth parents are unwilling or unable to care for them. Adoption offers these children a second chance to become part of a family. Adoption is only available when the Juvenile Court grants permanent custody of the child or children to Children's Services, and every attempt to place the youth(s) with relatives have been exhausted. Thousands of children are awaiting adoptive homes; we can assist prospective parents in adopting the child who is right for them.
Community Education
Speakers are available for presentations to groups and organizations regarding child abuse awareness and prevention and/or adult protective services. These programs are available for children and adults and can be focused on the particular needs and interests of the group.
